1. Non-Polish citizens – are persons who, according to Polish legal regulations, do not hold Polish citizenship. Persons who hold a Polish passport (citizenship) simultaneously with a passport of another country or countries, are considered to be Polish citizens while on the territory of the Republic of Poland.
The following persons are entitled to study and to take part in research and development activities under the same conditions as Polish citizens [Law on Higher Education, July 27, 2005, Article 43 – unified text: Journal of Laws 2012, item 572, with later amendments]:
- holders of a valid Karta Polaka (Polish Charter);
- non-Polish citizens who have been granted right of permanent residence in the Polish Republic;
- non-Polish citizens who have been granted refugee status in the Polish Republic;
- non-Polish citizens who have been granted temporary asylum on the territory of the Polish Republic;
- migrant workers who are citizens of the EU, Switzerland, or EFTA countries – parties to the European Economic Area Agreement, that is Iceland, Lichtenstein, and Norway – and also members of their families if resident on the territory of the Polish Republic;
- non-Polish citizens who have been granted on the territory of the Polish Republic long-term resident status within the EU;
- non-Polish citizens who have been granted right of temporary residence under circumstances set out in Article 127, Article 159, paragraph 1, and Article 186, paragraph 1, points 3 and 4, of the Law on Foreigners of December 12, 2013 (Journal of Laws, item 1650);
- non-Polish citizens who have been granted supplementary asylum on the territory of the Polish Republic;
- EU citizens, citizens of EFTA countries, and Swiss citizens, who have the right of permanent residence, and their families;
- EU citizens, Swiss citizens, and citizens of EFTA countries, and members of their families, who are in possession of funds sufficient to cover the costs of maintenance during their studies.
2. Non-Polish citizens not mentioned in point 1 undertake and pursue studies and other forms of education in a manner and under conditions other than those applicable to Polish citizens. These are mainly nationals of third countries, as well as those with a valid Karta Polaka (Polish Charter) who choose not to apply for admission according to the rules applicable to Polish citizens and citizens of EU Member States, EFTA-EEA, and Switzerland, and who decide to pursue education in Poland under the terms that apply to citizens of countries outside the EU.
Necessary Documents:
- a postgraduate program application form, signed by the candidate, requesting admission, available from the postgraduate program director;
- an original or photocopy of a tertiary-level diploma. A photocopy must be certified as authentic by the granting institution;
- certificate in the form of a legalization or an apostille if the document was issued by an institution functioning within the education system of a state that is a party to the Hague Convention of October 5, 1961, which removes the requirement of legalizing official foreign documents;
- nostrification of the diploma (nostrification is not required of diplomas recognized under international agreement or pursuant to Article 191, paragraphs 3 and 4 of the Act of 27 July 2005 Law on Higher Education);
- a photocopy of passport, residence permit (together with the official decision giving the legal basis for issuing the document), or Karta Polaka (Polish Charter), certified by the education institution;
- photograph for student identification;
- other documents required for recruitment as set forth by the Faculty Council offering the postgraduate program.
